Foreigners are eligible for Permanent Residence (PR) status in Singapore via two different investment programs: the Global Investor Programme or GIP and the Financial Investor Scheme or FIS. These programs are not for everybody but you have got millions of dollars in resources and if you are considering establishing a permanent residence may work for you.
Global Investor Programme
Global Investor Programme permanent Residency programs are evaluated by the Economic Development Board (EDB) and Contact Singapore. To be considered for GIP PR status investors should either:
- Have recorded Entrepreneurial or business expertise and now have a business grossing at least S$30 million in earnings in the latest year or an average of S$30 million within the previous 3 decades.
- Be a senior manager with At least 10 years of management experience and be currently employed as a manager at a business grossing at least S$100 million in sales.
Effective January 2011, qualified applicants with the required entrepreneurial and business or senior management experience may choose between two GIP investment choices:
- Invest a minimum of S$2.5 million at a startup business or expansion of an existing Singapore business. This investment must be accepted before the investment a Singapore incorporated base or with a Singapore incorporated venture capital fund or another trust.

Financial Investor Scheme
The Financial Investor Scheme The Monetary Authority of Singapore reviews Software for PR. Qualification is based upon the applicant making a deposit of at least S$ 5 million of assets using a Singapore financial institution and demonstrating a net worth of S$ 20 million. Assets may include capital assets, bank deposits, and other investment tools. As much as S$3 million of those S$5 million could be composed of an investment in construction and land or property in Singapore.
